Standard Operation Procedures for Public Works or Solid Waste Departments
I would like to know if anyone else has a Comprehensive Standard Operating Procedure Manaual for their Public Works or Solid Waste Department. We developed ours last year and want to give our employees some examples of others to see how they can be done and some better ideas of doing various tasks. We are going to review and update ours every year and would like comments and other examples if available. I know of a few other departments across the state that are also developing their SOP and I am sure we would all benefit from sharing this information. Shawn Lindsey

CTAS is working on a template document addressing SOP’s as they relate to Solid Waste. We also found there were not a lot of template documents available that were specific to the kinds of programs we encounter. This manual will focus on Convenience Centers, MRF’s, and Transfer Stations. This should be due out in the fall and will be a starting place for some programs. We’re hoping to have a good safety section, plus focus on BMPS as they relate to handling materials at centers and mrfs.
And on another subject, I also intend to respond to your prior post on using Network Analyst for Routing. I’m working on a project right now where we are doing this, but it is really a ‘point to point’ routing exercise. For these cases, Network Analyst works pretty good, but we haven’t had good success using it for applications that require a truck to travel down one side of a street and then the other to collect on the other side. In other words, it doesn’t handle ‘dead heading’ well. There are other software packages that do this, but as you might expect they are more expensive…
